Dear Rep. Lowen,

My name is Fran Pavley and I am a former CA State Senator and Assemblymember that authored our state's vehicle ghg emissions law(AB 1493) and the two multi-sector climate laws, AB 32 and SB 32. I have spoken with Sen. Chris Lee about climate legislation in the past and also about the fossil fuels label bill that is being reviewed by your committee. 

I have been following the progress of HB 1277 and SB 506.  Hawaii, like California, shares the challenges and responsibility of reducing greenhouse gas emissions from the transportation sector, our largest source of emissions, to achieve our climate goals.  Producing clean energy vehicles and transitioning from the use of fossil fuels are critically important. 

Both of our states are concerned about the direct pubic health impacts to our residents and visitors, as well as the impacts of global climate change. 

The objections to the label bill to educate consumers about the impacts of fossil fuels to our health and the planet, reminds me of the long fight with tobacco companies over cigarettes.  

Implementing a pilot program on gas pumps would help inform your residents and visitors of the dangers of fossil fuels and also encourage them to consider cleaner energy sources and vehicles.  Other states may want to follow your lead.  I look forward to monitoring your progress.
